Solana Beach Man Arrested on Child Porn Charges

ENCINITAS- A Solana Beach man, who was arrested last week for allegedly propositioning a teenage boy in Rancho Cucamonga, was arrested again on Wednesday, August 26 on a charge of possessing child pornography.

Sean Patrick O’Farrell, 40, is facing charges of both annoying/molesting a child, and possession of child pornography. At an August 27 news conference in Encinitas, San Diego County Sheriff’s Captain Theresa Adams-Hydar said that “based on the investigation, we strongly believe that O’Farrell has engaged in sexual acts with minor children over the course of probably 10 years.” Adams-Hydar said O’Farrell was known to frequent libraries in Solana Beach and Carmel Valley.

The investigation started on Aug. 18 when a teenage boy told officials at a Rancho Cucamonga library that O’Farrell approached him in the bathroom and offered him money to perform a sexual act. The boy told library officials about the incident and they called the San Bernardino County Sheriff’s Department, who arrested O’Farrell in the library bathroom on charges of annoying/molesting a child.

O’Farrell posted bail and was released from the San Bernardino County jail, but was arrested a second time following an August 26 search of the home O’Farrell shares with his mother in Solana Beach. San Diego County Sheriff’s officials said the search turned up DVDs containing child pornography.


Deputies Chase Down Gang Member in High Speed Chase

HIGHLAND – San Bernardino County Sheriff’s deputies on a car chase to apprehend a suspect got involved in some tricky driving in order to make the stop.

On Saturday, August 22, Anthony Valdepena, 28 of Highland, was arrested on at least three charges after evading officers looking to make a routine traffic stop. He was assigned a court date to appear in San Bernardino Superior Court.

On routine patrol that Saturday night just before 8 p.m., a Central Station deputy saw the car driven by Valdepena recklessly cutting off multiple vehicles and driving across several lanes in traffic.

When Valdepena pulled into a driveway, the deputy pulled in behind him to make contact. According to reports, Valdepena accelerated and drove head-on into traffic. The deputy tailed the Mitsubishi Valdepena was driving, which developed into a high speed chase with the suspect driving as fast as 100 mph.

During the pursuit, according to reports, Valdepena slammed on his brakes, forcing pursuing deputies to swerve to avoid a collision. They stated that Valdepena twice turned into the path of the deputies’ vehicles, forcing them to swerve out of any possible collisions.

On the third occasion at Sierra Way and Rialto Avenue in San Bernardino, Valdepena collided with a deputy’s vehicle and his car crashed into the wall of an abandoned building. Valdepena was taken into custody, according to reports, without further incident.

Authorities later determined that Valdepena is a gang member on felony probation for terrorist threats. When he was arrested, deputies found a loaded 9-millimeter handgun and a usable amount of narcotics.

Among the charges Valdepena will face at his September 2 court appearance will be assault with a deadly weapon, being a felon in possession of a firearm and felony evading, with a gang enhancement.

GRAND TERRACE – A suspect taken into custody while trying to steal a car eventually attacked a San Bernardino County deputy when he got to jail on Wednesday, September 2. Sean Matthew Spencer, 24, of Grand Terrace, will face two court dates, one on September 11 and another on September 15 at San Bernardino Superior Court, facing numerous charges. In the early morning hours of September 2, Deputy Chase Ash responded to a call at the 12300 block of Pascal Avenue, dispatched there because the resident reported his car alarm had gone off. According to reports, the unidentified victim went out and saw Spencer in his car, noticing he’d broken a window to gain access, also removing a tool box. When Spencer saw the victim, he fled on a bicycle. When deputies conducted a check of the area, Spencer was found and detained pending identification. Eventually, the victim identified Spencer as the man that broke into his vehicle. He was arrested also for an outstanding warrant on a prior theft case, and taken to the Central Detention Center in San Bernardino for booking. When arriving at the jail, as Ash opened the door to the patrol unit, according to reports, Spencer forcefully kicked the door open causing it to strike the deputy. Spencer was booked on an additional charge of assault on an executive officer, according to court records. Reports of other possible vehicle burglaries are being investigated with Spencer a suspect in those cases, according to reports. He is charged with assaulting an officer, burglary and petty theft. He was scheduled for a September 11 court appearance in Rancho Cucamonga on petty theft charges, bail set at $10,000. The other scheduled court appearance will take place on September 15 at San Bernardino Superior Court, facing the burglary and resisting charges. Bail was set at $75,000.

Second Phelan Murder Suspect Arrested in Anaheim

PHELAN – Sheriff’s deputies have arrested the second suspect in the August 22 murder of a Phelan man. 26-year-old Kyle Patrick Comrie was tracked down by investigators about two weeks after discovering a body at the 12000 block of Hacienda Road on Monday, August 24. Louis John Merrigan III was found unresponsive when deputies arrived at his Hacienda Road address. Following initial investigation, deputies called in homicide detectives to take the case. Merrigan, 58, who was found at 10:45 p.m. by Victor Valley Sheriff’s Station deputies, was lying on the ground next to a motor home on the property. When the death investigation determined that Merrigan had been killed two nights earlier, the case led them to a 15-year-old male resident of Phelan, who was arrested on September 3. Police served a search warrant and a Ramey warrant – the latter a warrant signed by a judge without going through a district attorney – at the minor’s Phelan home during early morning hours. Merrigan’s cause of death was not immediately released. Detectives continued the investigation, which led them to Anaheim resident Comrie, located in Orange County. Comrie was arrested on Sunday and taken to Central Detention Center, booked on murder charges. Detectives tracked him to a motel in Anaheim, served a search warrant and eventually took him into custody at 2 a.m., according to reports. No motive was released for the crime, though Comrie was also charged with armed robbery, along with charges of felony theft. The cause of Merrigan’s death was not disclosed by investigators. Comrie, who is scheduled for two court appearances at Victorville Superior Court this week, is being held on $1 million bail, according to court records. Phelan is a city located in the high desert between Victorville and Palmdale.

LOMA LINDA – Two juveniles from Redlands, one reported as a runaway, were chased down by San Bernardino County Sheriff’s deputies during a Monday night chase throughout the city. The identified juveniles, one a 16-year-old who was driving, and his 17-year-old passenger, were charged with felony evading and for stealing the car they were driving. The arrests could be part of a larger collection of vehicle-related thefts in recent days. Deputy Luis Mendoza first responded to a call in the 25300 block of Cypress Street. Reports came in that three teenagers were walking through a neighborhood, going through yards and driveways. Mendoza was directed to a 2001 BMW that was leaving the area, and attempted to stop the car. Failing to yield to emergency lights and siren, the 16-year-old led a chase on city streets in excess of 60-mph, running stops signs “without regard for the public’s safety,” said Mendoza. The juvenile ran a red light at the intersection of Loma Linda Drive and Barton Road, then attempted to make an eastbound turn. The speed he was traveling, however, forced him to crash into the center island, disabling the car. All three fled on foot, with one passenger ultimately able to escape. Deputies discovered the BMW had been stolen out of the city of Redlands. It was returned to the victims, according to a release. According to reports, the teenagers told deputies they came to Loma Linda to check for unlocked cars and steal items left inside. The 16-year-old was booked into Juvenile Hall on three charges – felony evading, possession of stolen property and conspiracy to commit a crime. The 17-year-old was also booked into Juvenile Hall on charges of possession of stolen property and conspiracy to commit a crime. One day later, deputies responded to several calls for vehicle burglaries, theft from those cars, and petty thefts. “Those crimes,” according to a release, “could be related to the suspects that have been taken into custody.”

REDLANDS – Police arrested a 65-year-old Huntington Beach man who is suspected of molesting a local teenager over the past two years. There may be additional victims, according to police. Richard George Moran, who was arrested on Tuesday “without incident,” according to reports, was taken into custody at his Orange County-based Huntington Beach home at about 2:30 p.m. Police received the initial report about the molestation in June, and launched an investigation. Saying the incidents took place in both Huntington Beach and the San Bernardino County city of Redlands, police believe the molestations occurred over approximately two years. The victim, a 13-year-old boy who lives on the north side of Redlands, told police that Moran had touched him inappropriately while they were alone together in the boys’ Redlands home. Also, according to accounts released by police, Moran is suspected to have committed the same acts with the youth inside his car in Orange County. Detectives who conducted the investigation began gathering enough evidence, according to city spokesman Carl Baker, to support the allegations. It led to an arrest warrant issued by the San Bernardino County District Attorney’s office. Moran is a retired maintenance worker, once employed by the city of Huntington Beach. Police have not disclosed how Moran and the teenager were connected. Detectives believe there may be additional victims, said Baker, “who have yet to be contacted by police.” Moran was expected to appear in San Bernardino Superior Court on Wednesday, his bail set at $250,000.

Two Riverside County Men Discover That ATM Crimes Don’t Pay

MOUNTAIN CENTER – Early Monday morning, sheriff’s deputies located and arrested two suspects believed to have been perpetrators in a rash of ATM thefts in two counties. Riverside Sheriff’s Deputies from the Hemet station, working routine patrol in the Mountain Center/Idyllwild area on Monday, September 14, responded to a call at 4:30 am at a business within the 53000 block of East Highway 74, in the unincorporated area of Mountain Center. Deputies arrived at the location and began an investigation of an ATM theft from the business. According to the victims of the crime, multiple suspects drove away in a dark-colored SUV with the ATM in their vehicle. Deputies proceeded to search the area and located the suspect vehicle shortly thereafter. According to Sergeant Robert Duckett, information possibly linking the suspects to a string of ATM thefts in San Bernardino County was uncovered during the investigation. Working with the San Bernardino Sheriff’s Department, Hemet Station Investigators arrested Ryan Patrick Mason, 24 years old of Hemet, and Nickolas Gordon Melendez, 26 years old of Cabazon. Both were charged with suspicion of second degree burglary and booked at Larry D. Smith Correctional Facility. Bail was set at $5,000 for each, online jail records showed. Anyone with information about this incident or similar incidents that may be linked are asked to call Investigator Dorrough at the Hemet Sheriff’s Station at (951) 791-3400.

RANCHO CUCAMONGA – A dead man found in a public park on Thursday morning was identified by authorities one day later.  San Bernardino County Sheriff’s deputies have determined 37-year-old Mark Anthony Atienza Riveral of Rancho Cucamonga was murdered, his body having been discovered at 6:28 a.m. Deputies responded to the park, located at 11481 Kenyon Way, when they received reports that a man had been found unresponsive. When deputies and medical personnel arrived, he was not able to respond to emergency procedures and was pronounced dead at the scene. The Sheriff’s Specialized Investigations Division’s homicide detail, conducting the investigation, has not revealed the cause of death. According to police reports, Riveral had suffered trauma to his upper torso. Detectives have not discussed motive or any possible suspects. An autopsy is still pending, according to Detective Patty Ruiz. Kenyon Park, mostly a grassy area with a ball field, lined by trees with several picnic tables and barbecue pits, is located in a residential area just west of Millikan Avenue. It’s a short distance from Carlton P. Lightfoot Elementary School, Rancho Cucamonga High School, and the Vineyards Marketplace shopping center. In fact, school children regularly use the park as a route to campus. A county public information official said Riveral’s body was originally discovered by two people walking through the park. He was found lying face down in the grass, according the PIO. Law enforcement and medical personnel received calls from two people reporting the body. Riveral was found wearing blue jeans and a blue-colored shirt. It was one day after Riveral’s body was discovered that law enforcement officials determined the victim had been murdered.

GRAND TERRACE – Six days after San Bernardino County Sheriff’s deputies received reports of a man stalking women, a suspect was identified and arrested on Thursday. Rosalio Padilla, 48, was arrested on charges of stalking several female victims over a period of time. When the initial report was made to deputies on September 12, they received a report from a female hiker who had taken a path on the Blue Mountain hiking trails, located on a public park. Deputies did not disclose the identity of the female victim, who reported that a “Hispanic male had used his saliva and other bodily fluids to draw a heart on her vehicle window.” Deputies said it was the third time the suspect had done this. According to reports, the victim “did not know the male and had never seen him prior to these incidents.” Investigation determined that Padilla, of San Bernardino, was their suspect. Additional investigation revealed that other female hikers had reported similar incidents in the same area. All of those hikers provided descriptions that matched Padilla. He had been spotted at least once a week in the Blue Mountain hiking trails area. On Wednesday, deputies on patrol stopped a blue van that matched that of Padilla’s vehicle. He was detained, questioned and eventually booked at the Central Detention Center in San Bernardino. Part of the investigation included taking DNA samples in order to match them to Padilla. The park is accessed from the 23000 block of Westwood Street, a road less than a two miles long between Reche Canyon Road and Honey Hills Drive. In between are several hiking trails in non-residential mountain areas. Early reports indicated the suspect had been driving a white van. Law enforcement officials are seeking additional victims. Deputies said that last year, another arrest had been made in a similar event when a woman complained of harassment after a man left flowers and a note on her car.

Home Invasion Suspect Killed by Helicopter Gunfire

MUSCOY – Two days after Sheriff’s deputies tracked down an elusive home invasion suspect, authorities identified the man that was killed after a high speed pursuit last Thursday. Nicholas Alan Johnson, 32, of nearby Fontana, led deputies on a dangerous high speed pursuit that began in Devore, where the home invasion robbery took place, eventually winding up in nearby Muscoy. The pursuit, which began shortly before 1 p.m. on the northbound side of the 215 freeway, worked its way through parts of San Bernardino and Fontana, reaching speeds in excess of 100 miles an hour. Along the way, Johnson, who was driving with an adult male and female, along with a 13-year-old boy, inside a Chevrolet Tahoe, ran several stop signs and red lights, “narrowly missing several pedestrians,” said Sgt. John Gaffney. When Johnson entered the northbound 215 freeway – heading in a southbound direction – he was driving at a high rate of speed into oncoming traffic, “continuing to jeopardize the safety of the public,” said Gaffney. During the pursuit, a deputy from the Sheriff’s Aviation Division in a helicopter fired several shots at the fleeing beige SUV, striking the car several times. Near the Little League Drive turnoff in Muscoy, Johnson eventually jumped out of the moving car, ran a few yards and finally collapsed on the side of the roadway. The Tahoe kept rolling forward before it collided with a blue SUV that held a family of three people. One day later, Sheriff’s officials confirmed that Johnson died from gunshot wounds from the helicopter shooter. County officials said it was rare that shots are ever taken at a suspect from a moving helicopter, but that shooters are proficiently trained. All three occupants of the Tahoe were injured. While the adult male and 13-year-old were treated and released, the adult female remained hospitalized, recovering from her injuries. Johnson was pronounced dead at the scene, having been struck by gunfire prior to jumping from the Tahoe. Authorities said the decision to take shots from the helicopter toward the fleeing suspect was made because of the danger posed after Johnson entered the freeway driving recklessly. The northbound 215 was shut down for investigation, reopening the high occupancy road at 7:30 a.m. on Saturday.

GRAND TERRACE – San Bernardino County Sheriff’s deputies tracked down a felon who forcibly took a car from his girlfriend on Friday afternoon. Charles McNeely, 44 of Grand Terrace, will appear in a San Bernardino County courtroom on two occasions this week, facing charges on felony carjacking, federal gang enhancement and robbery. Shortly before 8 p.m. last Friday, a woman identified as McNeely’s girlfriend reported that McNeely had taken her car against her will. “The victim and McNeely had been out together,” according to a sheriff’s release, “and became involved in an argument.” They continued arguing while he drove the two around Grand Terrace, located in San Bernardino County, south of the city of San Bernardino and bordering Riverside County. When McNeely pulled the car to the side of the road, the victim pulled the keys from the ignition. She was threatened by McNeely, who was using a screwdriver as a weapon, according to reports. Out of fear, the victim jumped from the car, and McNeely was able to flee the area. Eventually, deputies located the car nearby, eventually finding their way to McNeely’s parent’s house in the Grand Terrace Senior Center, at 22600 Grand Terrace Road. Deputies reported that McNeely was located and taken into custody without incident. McNeely was found to be on active release for felony narcotics charges out of San Bernardino County, according to court records. He is known as a Redlands Northside gang member, according to police records. Authorities said McNeely is also a felon who was on Public Safety Realignment Act, part of the state’s plan to release prisoners who were convicted for non-violent, non-sexual and non-serious convictions to serve reduced sentences in county jails, or placed on local supervision through county probation offices. Assembly Bill 109, cited by sheriff’s deputies as the reason McNeely was released, is in compliance with a U.S. Supreme Court decision requiring the state to reduce its prison overpopulation. McNeely was taken to Central Detention Center, held on $250,000 bond.

RANCHO CUCAMONGA – San Bernardino County Sheriff’s investigators have identified the suspect in Tuesday’s shooting that left a 46-year-old man dead. The suspected shooter, Andre Lamont Taylor, 46 of San Bernardino, was arrested at Motel 6 near 4th Street and Baker Avenue in Ontario one day following the shooting. He’s accused of shooting Kevin Hall of Rancho Cucamonga at a motorcycle shop at 10002 6th Street. When deputies arrived at the shooting scene at 10:41 p.m. on Tuesday, Hall was found suffering from apparent gunshot wounds. He was later pronounced dead after being taken to an area hospital. Deputies at the shooting scene had been told the victim and several members of a local motorcycle club were at the TC Custom Cycles shop that night to attend a memorial service for a fellow member. “That’s when the shooting occurred,” said Detective Brendan Motley, a member of the Specialized Investigations Division. Motley did not report on whether there was an argument, nor did he specify a motive for the shooting. The killing took place at an industrial area complex. Through investigation, Taylor was identified as the man responsible for shooting Hall. One day later, deputies from the county’s Specialized Enforcement Division located Hall at Motel 6 in Ontario. Taylor was arrested without incident. Taylor, who is being charged with murder, was taken to the West Valley Detention Center. There has been no bail set on these charges. He was scheduled for a court appearance at Rancho Superior Court on Friday to face charges.

Victorville Raid Nets 22 Firearms in Possession of Felon, Gang Member

VICTORVILLE – San Bernardino County Sheriff’s deputies found a large cache of weapons in the possession of a known gang member on Wednesday night. Robert Anthony Lamas, 33, of Victorville, was arrested at his home on the 16300 block of Manchester Road at 9 p.m. Deputy Eric Stoll reported that Lamas is a known felon, which led deputies from the Victorville Gang Team to present a search warrant at the residence. It was during the search that deputies discovered 22 firearms, including assault weapons with high capacity magazines, along with shotguns, hand guns of multiple calibers, and a large cache of ammunition for the weapons. The Gang Team also discovered a small indoor marijuana grow, seizing approximately one pound of marijuana that had been packed for sales, according to reports. It has also been reported that three young children were found living at the residence, many of the weapons in easy access to them. Lamas may be also facing charges of child endangerment, though that charge has yet to be levied. Lamas was booked into the High Desert Detention Center with a criminal street gang enhancement. The gang enhancement will accompany the charges against Lamas, who may face more prison time as a result. The additional length of a sentence could be as long as three years, along with related charges. Lamas, said Stoll, “is a multi-time convicted felon and a criminal street gang member.” No court dates have been announced, but officials said they expect Lamas to be heading into court by early next week.

Two More Identified in Apple Valley August Shooting

APPLE VALLEY – San Bernardino County Sheriff’s investigators revealed two more suspects in the August 6 shooting death of an Apple Valley man. Reports said that one of the suspects, Rayvon Tarpley, 25, of Victorville, died in an unrelated incident. Richard Tobias Nedd, 21, of Victorville, was arrested on Sept. 30 for what investigators believe was his role in the shooting. Another suspect, Arieon Shoulders, 25, of Victorville, had already been arrested. While Julian Kilgore, 23, died in the attack, another victim, Richard Fenton, 21, survived. On Tuesday, August 25 at 9:25 p.m., deputies from the Apple Valley Sheriff’s Station were summoned to the 21000 block of Nisqually Road where Kilgore and Fenton were found suffering from gunshot wounds. Kilgore was taken to a local area hospital where he died a little over an hour after being shot. Fenton was also taken for medical care, but was treated and released. In the early portion of the investigation, detectives determined that a robbery had taken place which led to the shootings. Shoulders was identified as a suspect, and was taken into custody one day after the attacks. Investigators Adam Salsberry and Sgt. Robert Warrick later discovered evidence that led to Tarpley and Nedd. They did not specify how Rayvon Tarpley died. Records show that he had been arrested in February 2014 and December of 2013, both times for resisting or obstructing and officer. Nedd was scheduled for a court appearance today at Victorville Superior Court. He is facing charges of murder, including charges of murder with malice aforethought, and felony armed robbery. In Shoulder’s court appearance last month, he pleaded not guilty to murder charges and three other felony charges, according to records.
